好吧 经过我不断的努力终于找到了答案。
解决方法：

问题出现的原因在于ucrtbased.dll 里面丢失了符号。而这些符号microsoft没有放出，也就是自动从官网上下是下不到的。
网站里有提到：

That explains what's going on. If you install VS without installing the newest win10 SDK, you can end up with an older version of the ucrtbased.dll that we used to ship with but didn't release symbols for. The final version of that file should be up on the symbol server and you can install the win10 SDK from here:
We had a small window where the final crt version wasn't available but you could still install VS (you have a newer ucrtbase.dll as that comes from windows itself). Hopefully, installing the SDK resolves the issue for you but let me know if it doesn't.
